The Bureau of Temporal Regulation

As the Bureau of Temporal Regulation is an interdimensional organization tasked with keeping the timeline straight (a very thankless job), the BTR is familiar with a great many cultures that have developed time travel. If your pups are from such a culture and a regular time traveler, or at least deals with time travel on a regular basis, feel free to have encountered the BTR at some point or have knowledge of them, including having contact with a liaison between your pup's government and the BTR.

Weyland himself is not personally familiar with a great many worlds, however he at least has access to knowledge of various time traveling civilizations through a database he carries. He also would have the phone numbers, or equivalent, to any liaison between the BTR and a time traveling society.

The BTR preaches non-interference and frown upon any one making changes to the timeline. They will also levy fines upon anyone that violates the timeline. (List of Temporal Violations)

If your pup has had some fun with time travel or is from a time traveling society, please let me know how you would like Weyland to handle it, be it knowing about them or not!

This doesn't mean that Weyland has actually met them but whether or not the BTR would have contacts with their society or have interacted with your character at some point. Like having been fined by some other BTR agent which would be listed in Weyland's computer Database.

Feel free to handwave previous interactions with a humorless bureaucrat with a penchant for paperwork and absolute disgust at the idea of going back in time to make make the world a better place or time travel for fun or things of that nature.

Chris has totally had funtimez with time travel. Multiple times. And succeeded in changing the timeline. In fact he didn't just change it, he drastically altered multiple things on purpose. Since the Elders had issues with him, I can only imagine how the BTR feels about him.

Also, Chris's existence in the time line is at certain periods in flux. In the week coming up to his conception he was visited by an Angel of Death, as it was possible he was never supposed to exist in the first place, and was just supposed to come back to warn everyone about the future.

1. Back to 2003 from Dark Future. Completely screws with the time line for his own agenda.

2.Forgets that in breaking his parents up to mastermind his plan he will never have been conceived. Oops. Also kills lots of monsters that probably shouldn't have been killed in trying to change the time line (but not knowing exactly what changes need to be made to enact the change he wants)

3. Created/screwed with a time portal to try and check his progress.Ended up with a portal to medieval times, the cretaceous period and the civil war. The latter two he actually got stuck in for a bit.

4. Got dragged back to the Dark Future where he yet again went back in time.

5. Gets killed a few minutes before his mother gives birth to him (not a time loop though!)

6. Timeline is changed, major historical figure (Wyatt in the Dark Future rules the Underworld. As well as probably the real world.)

7.Brother loses his powers since something got fucked up in the past. They cast a spell which takes them to the past to sort things out. This actually mostly goes according to plan and Chris makes sure that certain peoples memories are wiped.
